On January 7,1993, CSCEC formulated the Outline for Development of the Tertiary Industry during the "8th Five-Year Plan (Draft), stating: By 1995, the main economic and technological targets of the tertiary industry would reach RMB3.22 billion in turnover, a three-fold increase over 1990.
