The Nong'an Proving Ground in Changchun, northeast China, built by CSCEC and other companies, has been certified by the World Record Certification & Credibility (WRCAC) as the "Flattest Automotive Test Road", based on an average International Roughness Index (IRI) of 0.83 m/km, significantly outperforming the 2.0 m/km benchmark for China's Class I highways.

The project covers approximately 230,000 square meters, including internal road networks, testing zones, supporting test roads, a control center, and auxiliary facilities such as loading areas.
As a closed testing base for intelligent connected vehicles, the facility can simulate low-temperature and icy conditions, enabling comprehensive testing and certification while improving the utilization of testing resources.

To achieve this level of smoothness, the project team upgraded existing test roads and optimized pavement material composition, delivering a flexible pavement area with industry-leading flatness.

Advanced technologies were applied throughout the process, including 3D modeling to refine design and improve surveying accuracy, ensuring stable pavement gradients. The project also set a precedent by completing the entire flexible pavement construction process without milling.

In addition, the team adopted an innovative jointless pavement construction method, using repeated 3D simulations to determine the optimal combination of paving equipment, ensuring that all performance indicators reached industry-leading levels.
The WRCAC is a globally recognized authoritative certification body for world records and holds a benchmark-level authoritative position in the global record field.
