CSCEC accelerates resumption of work on aviation projects

As China enters the phase of regular prevention and control in the fight against COVID-19, China State Construction (CSCEC) is focusing on the prevention and control of the pandemic while promoting orderly resumption of work and production at various aviation projects across the country.

Mega transportation hub projects

The North District Reconstruction and Expansion Project of Urumqi Diwopu International Airport is a key infrastructure upgrading project in China’s western regions. It is currently the first airport hub public-private partnership (PPP) project in the country, and the largest airport PPP project.

Among the first batch of key projects that resumed work and production in Urumqi, the airport project has formulated detailed and practical work resumption plans – reserving epidemic prevention supplies, organizing special planes to ensure that labor workers returned to Xinjiang in a timely and safe manner, receiving transfer workers from the four prefectures of southern Xinjiang, and contributing to corporate social responsibility efforts.

Chengdu Tianfu International Airport is positioned as the highest-level airport in the Belt and Road construction efforts. When it is fully built, the airport will have two terminal areas and six runways, making it the No. 1 international aviation hub in western China.

Since work and production was resumed online, the project management has been aligning project agenda with the development of the COVID-19 pandemic. Regulations and guidelines have been put in place to clarify proper conduct on general office work, conferencing, field service, and personal protection, ensuring the health and safety of all workers as well as promoting the smooth resumption of major projects.

Hangzhou Xiaoshan International Airport’s Phase 3 project is an important supporting infrastructure project for the 2022 Asian Games. After the project is completed and put into operation, the airport will seamlessly connect the city’s civil aviation, high-speed railway, city metro, and road passenger transportation services, becoming an integrated transportation hub with multiple transportation modes. 

The project management has emphasized epidemic prevention and control while ensuring safe construction, improved its management level, and strengthened employees' safety awareness through a smart construction site system and safety protocols.

The Shenzhen Bao’an International Airport Satellite Hall project has a total construction area of 238,900 square meters. It is a key transportation hub project in the Guangdong-Hong Kong-Macao Greater Bay Area and the largest airport project contracted to CSCEC in the area.

The project has established a working group to manage and coordinate the work on reserving pandemic prevention and control supplies, and providing transportation solutions to construction workers and employees. The construction of the project is advancing rapidly, with the work of concrete pouring completed at the end of May.

The Lhasa Gongga Airport Reconstruction and Expansion Project is a key project of the 13th Five-Year Plan of the Tibet Autonomous Region. With an altitude of 3,600 meters, the airport is one of the world’s highest-altitude airports and one of the world’s largest high plateau airports. The new 88,000-square-meter terminal building project is located on the west side of the current terminal building, and it will operate 21 aircraft stands once completed.

The project has prepared the work resumption plan with pandemic control measures and arranged the management personnel to enter Tibet in advance. An isolation area was built in the living area of the project, and construction workers were arranged to enter the construction site in separate groups. The project team has deployed designated people to take charge of temperature measurement and disinfection every day. Since the resumption of work, both the construction work and the pandemic control measures were executed in an orderly manner, and construction on various parts of the project were accelerated.

The phase-3 expansion of Xining Airport is a landmark project for CSCEC’s presence in the Belt and Road construction as well as its endeavor in developing western China in a new era.

The implementation of this project would also help to improve the strategic transportation network in western China and upgrade the development environment of Qinghai province. Earthwork and foundation treatment were successfully resumed on site, marking the official start of the construction of airports across Qinghai in 2020.

The reconstruction and expansion of Zhuhai Airport is an important project that caters to the development of the Guangdong-Hong Kong-Macao Greater Bay Area, promotes the rapid growth of the airport’s aviation business, and attracts more airlines to open routes. The project aims to meet an annual passenger throughput of 27.5 million and 198,000 aircraft movements by 2027. After completion, the airport will further enhance its competitiveness and service capabilities, serve the west bank of the Pearl River and the surrounding areas, and develop in collaboration with Macau and Hong Kong airports.

The project management department is focusing on the prevention and control of epidemic on the one hand, and promoting the resumption of work and production on the other. Strict measures have been taken including monitoring the health record of the project personnel, enforcing proper use of masks on site, measuring body temperatures, sterilizing key areas, and registering workers’ health statuses.

General aviation projects

Shaanxi Yulin Shenmu General Airport PPP project is CSCEC’s first ever general airport project, and a trial project in construction and operation of general airports by CSCES. It is rated as a demonstration project of public-private partnership between the Shaanxi Provincial Government and private capital. Since the resumption of work, the project has continued to carry out regular body temperature measuring, daily disinfection and ventilation, and regular pandemic prevention training.

The China Special Aircraft R&D Center in Wuhan is the first aviation industry complex project in Central China. The project has a construction area of about 157,000 square meters. After completion, it will help Wuhan to form a development cluster of the general aviation industry and value chain, and further optimize the aviation industry structure of both Wuhan and Hubei province.

The project organizes construction workers to perform nucleic acid testing and divides them in separate groups to resume work on the construction site. Information sessions on pandemic prevention are organized for employees to promote awareness, while emergency drills are carried out to improve response capabilities. Since the resumption of work, the project has continued to ensure adequate supply of raw materials, increase labor input, and actively promote construction.

Airport ancillary facility projects

With the construction of a new factory complex underway, the Aviation Industry Corporation of China (AVIC)’s Shanghai Aviation Electric Company is aiming to improve its ability to integrate resources, perform independent innovation, and guarantee the smooth progress of its R&D task on national defense production.

The new factory complex project has stayed in active communication with the local government regarding pandemic control and work resumption issues, as well as the isolation of returning workers. The project has also invited teachers from the Shanghai Public Health Center to explain to the project staff the pandemic prevention precautions and food safety issues after the resumption of work.

Beijing Daxing International Airport Terminal Area and Core Area Underground Civil Air Defense Project is a facility that not only provides an efficient accommodation and shelter for workers and supplies, but is also a sufficiently scaled public service space.

The project has established a leading group for pandemic prevention and control, and a special task force to take charge of returning employee pick-up and information registration. To ensure zero risk in work resumption, the project management has provided a private car pick-up service, verified each employee’s travel history, and organized safety and pandemic prevention information sessions.

The Beijing Daxing International Airport China Eastern Airlines Base Project Phase II Section I (core work area F-04-02) project, with a total construction area of 74,000 square meters, can provide star-rated accommodation services for nearly 2,000 people upon completion.

The project has actively formulated pandemic control and emergency plans, and has strictly implemented closed management of the construction site. The project management has divided the construction site into observation, living, and emergency isolation areas, conducted strict employee registration, and performed daily disinfection and ventilation to ensure zero infection. Actions have been taken to ensure the timely and sufficient supply of production materials, as well as the steady and rapid resumption of work on site.
