CSCEC project builds friendship between China and Papua New Guinea

Chinese President Xi Jinping recently wrote back to the Butuka Academy of Papua New Guinea (PNG). In his reply letter, Xi pleasantly recalled his attendance at the opening ceremony of the academy during his visit to the country in 2018, and praised its academic achievement. Xi said he was glad to learn that the academy has recently overcome the impact of the COVID-19 outbreak and resumed classes, noting that China will continue providing necessary support and assistance for the development of the academy.

In a letter sent to Xi earlier, the Butuka Academy expressed gratitude for his attention toward the academy's development, and spoke highly of China's contribution to promoting international cooperation in the global fight against COVID-19. Thanks to China's help, the letter said, the academy has overcome the impact of the pandemic and resumed classes.

Back on Nov. 16, 2018, Xi and then Prime Minister of PNG Peter O'Neill attended the opening ceremony of the China-assisted Butuka Academy.

At the ceremony, Xi pointed out that talents were the primary resources, and that China funded the academy's construction with the aim of helping PNG nurture talents. He also said China is willing to work with PNG to deepen the profound friendship of the two peoples and cement the foundation for future development of bilateral ties.

The Butuka Academy project was undertaken by China Construction Science and Industry Corporation Ltd (CSCEC Science and Industry). In 2019, it was awarded the China Construction Engineering Luban Prize (Overseas Projects). Since its opening in November 2018, the academy has enrolled about 3,000 students and improved the local schooling conditions, winning the praise of the local government and the public.

During the early stage of the COVID-19 pandemic, CSCEC Science and Industry subsidiary in PNG donated face masks, hand sanitizer, and other supplies to the academy. Trilingual signs and brochures in Chinese, English, and Tok Pisin had been made and sent to faculties and students regarding pandemic prevention and control. The company also built relevant facilities such as washbasins to help the academy resume class.

The Butuka Academy project incorporates prefabricated building with green technologies. With its high level of safety performance, efficient energy use, and enhanced seismic performance, the project has provided useful reference for green prefabricated buildings in PNG.

In terms of its design, the project combines Chinese architectural elements with traditional local buildings. Green technologies have been applied comprehensively in five aspects including the use of land, energy, water, and building materials, as well as the indoor environment management.

All the components used for the project come from the world’s first intelligent production line for steel frames, invested and constructed by CSCEC. With the help of Building Information Modelling (BIM) and prefabricated construction technology, some problems concerning integrated manufacturing and installation have been solved. In addition, a BIM-based technology has also addressed the issue of information management during the construction process.

On behalf of China, the Butuka Academy project won the Best Practice Award of Energy Smart Communities Initiative of the Asia-Pacific Economic Cooperation (APEC-ESCI) in 2019. The project has created 300 jobs for local residents, and promoted employment amongst young and middle-aged people in the country.

CSCEC will continue to work and serve for the economic, cultural and educational exchange between China and PNG, so as to further contribute to the implementation of the Belt and Road Initiative.
